The fouling mark is present where two railway tracks join at a point. The simple purpose of this point is to avoid side collision of trains converging from two different paths. And also a train taking one of the diverging routes from the spot, should completely pass (both ends of the train should cross that mark) so that there is no risk of collision with a passenger taking the other diverging route.
